Background Homsite Fund, Inc. has been designated as a Neighborhood Preservation Company by New York State Department of Housing and Community Renewal (DHCR), under the Neighborhood Preservation Companies Program. The primary intent of the Neighborhood Preservation Companies Program is to promote and preserve housing for low and moderate-income individuals in neighborhoods by providing planning and administrative funds to community-based non-profit corporations. This program, established in 1977 by Article XVI of the Private Housing Finance Law, is administered by DHCR.

Housing counseling is a major component of this program and classes provided by Homsite must be attended. Reservations for the classes must be made before the day of the class and walk-ins will not be admitted to the class, due to the limited space available. There is also a $50 fee for taking the class, $20 is due at the time of making the reservation. The classes cover 4 - 2 1/2 hours of time. Dates of the classes will be posted in the office. The income guidelins are as follows: Family of 1 - Less than $32,150 Family of 2 - Less than $36,750 Family of 3 - Less than $41,350 Family of 4 - Less than $45,900 Family of 5 - Less than $49,600 Family of 6 - Less than $53,250 Family of 7 - Less than $56,950 Family of 8 - Less than $60,600
This program is a mechanism for income eligible tenants to have their rent subsidized. The tenant will come to the Homsite office when we have a voucher to give them and at that time will be given an interview in which various items are discovered such as family size, income, medical expenses, etc. Then based on what their income is they will pay 30% of that income for rent and the rent will be government subsidized. Eligible participants must complete a face-to-face interview and application, and meet income guidelines as follows: Family of 1 - Less than $18,950 Family of 2 - Less than $21,650 Family of 3 - Less than $24,350 Family of 4 - Less than $27,050 Family of 5 - Less than $29,200 All tenants must be recertified at least once a year and other recertification can be done for special circumstances. Subsidy payments are adjusted based on that recertification. All apartments must be inspected once a year and must pass what is termed Housing Quality Standards. If an apartment does not pass, that landlord must make necessary repairs within the appropriate time period or the tenant will have to locate a new apartment. This is a simplified overview of the Section 8 Subsidy Program. One point to note is that the demand and need far exceeds the number of units Cayuga County has available.
