Cayuga County Homsite Development Corp.
Cayuga County Homsite Development Corporation, a Rural Preservation Company, was founded in 1972 to provide safe, decent and affordable housing for very low to moderate income families. Homsite administers a Section 8 Rental Subsidy Program; Housing Rehabilitation Program; New construction; a lead-safe apartment and a Title V Program along with extensive counseling services. Background
The Rural Preservation Program (RPP) was established in 1980 by Article XVII of the Private Housing Finance Law to support community-based, not-for-profit corporations involved in rural preservation activities. While modeled after the Neighborhood Preservation Program established three years earlier, Article XVII gives recognition to the special needs and conditions which exists in rural areas.
The enactment of Article XVII was based on the specific Legislative finding that the needs of rural areas and of existing and potential not-for-profit corporations serving such areas will be best met by a program of support for such corporations and their activities similar to that in Article XVI but recognizing the distinctive characteristics of rural areas. Therefore, Section 1002 of Article XVII authorized a wide range of planning and administrative activities designed to preserve and promote housing opportunities for low and moderate-income individuals in rural areas.
The NYS Division of Housing and Community Development recognizes Cayuga County Homsite Development Corporation as a Rural Preservation Company which services Cayuga County excluding Auburn, New York.
- Section 8 Rental Subsidy Program Program
The main component of the Section 8 Program is the Housing Voucher Program. At present time, all new people coming on the Section 8 Program are given Housing Choice Vouchers and all people who were Existing Certificates are given Housing Choice Vouchers as they move. All of the Existing Certificates will be Vouchers by October 2010. The Section 8 Voucher Program is a program through HUD which in Homsite's case goes from HUD to NYS Division of Housing and Community Renewal to Homsite. At present, Homsite has 560 housing vouchers which can be used in all of Cayuga County. Most of our agency's vouchers are utilized in the City of Auburn, New York.
This program is a mechanism for income eligible tenants to have their rent subsidized. The tenant will come to the Homsite office when we have a voucher to give them and at that time will be given an interview in which various items are discovered such as family size, income, medical expenses, etc. Then based on what their income is they will pay 30% of that income for rent and the rent will be government subsidized.
Eligible participants must complete a face-to-face interview and application, and meet income guidelines as
follows:
Family of 1 - Less than $21,450
Family of 2 - Less than $24,500
Family of 3 - Less than $27,550
Family of 4 - Less than $30,600
Family of 5 - Less than $33,050
Family of 6 - Less than $35,500
Family of 7 - Less than $37,950
Family of 8 - Less than $49,400
All tenants must be recertified at least once a year and other recertification can be done for special circumstances. Subsidy payments are adjusted based on that recertification.
All apartments must be inspected once a year and must pass what is termed Housing Quality Standards. If an apartment does not pass, that landlord must make necessary repairs within the appropriate time period or the tenant will have to locate a new apartment.
This is a simplified overview of the Section 8 Subsidy Program. One point to note is that the demand and need far exceeds the number of units Cayuga County has available.
 
- NYS Affordable Housing Rehabilitation Program
Rehabilitation of Cayuga County's housing stock has always been a priority for our agency. The New York State Affordable Housing Program has been one of our primary sources of funds for home rehabilitation. This program can be utilized for all rehabilitation needs, and will pay for 60% of total rehab costs, where the homeowner contributes 40% of the total cost. In most instances where affordability is a problem, we can utilize other funds to make up the homeowner's 40%, thereby reducing or eliminating any direct cost to the homeowner. This program is available to residents anywhere in Cayuga County, including the City of Auburn. Eligible participants must complete an application and meet income guidelines listed below. There is a $6,000 Limit.

- HOME Housing Rehabilitation Program
Homsite also administers HOME, a rehabilitation program that will fund up to $25,000 to help pay for rehabilitation needs. Funds for this program flow from the United States Department of Housing and Urban Development (HUD) to NYS Division of Housing and Community Renewal, and then to Homsite. Eligible participants must complete an application and meet income guidelines listed below. No mobile home repairs are allowed.

- RESTORE Emergency Repair Program
RESTORE is a program funded by the NYS Division of Housing and Community Renewal. This program is for emergency repairs for Senior Citizens aged 60 or greater, anywhere within Cayuga County. Eligible participants must complete an application and meet income guidelines, as follows:

Family of 2 - Less than $24,500
Family of 3 - Less than $27,550
Family of 4 - Less than $30,600
 
- LAST RESORT Emergency Repair Program
At various times our agency also has LAST RESORTfunds which are for emergency repairs for seniors anywhere within Cayuga County, where other sources are not available. Please call our agency at 315-253-8451 for information.

- HOME Mortgage Assistance Program

- The HOME program which flows through HUD to the NYS Division of Housing and Community Renewal to Homsite has a home purchase program which can help you with closing costs, down payment and purchase price reduction assistance. This assistance is to purchase an existing home located anywhere in Cayuga County, including the City of Auburn. This program mandates prepurchase counseling, completion of an application, and income eligibility according to the guidelines below. Homsite is a counseling agency which can help you with all your housing counseling needs. Examples are: landlord/tenant counseling; pre-purchase, post purchase, mortgage default, home repair and budget counseling, etc.
